LOS ANGELES (AP) — U.S. aerospace company Stratolaunch conducted the first powered test flight of a new unmanned craft for hypersonic research on Saturday and called it a success. Hypersonic describes flights at speeds of at least Mach 5, or five times the speed of sound. The Talon, powered by a liquid-fuel rocket engine, ended its flight by descending into the ocean as planned. The company called the result a major milestone in the development of the United States' first privately funded, reusable hypersonic test capability. That project was canceled, and new owners then repurposed Stratolaunch for launches of reusable hypersonic research vehicles.

It could rain for days in Southern California starting on Saturday night, potentially in record amounts, creating the conditions for what the National Weather Service described as a “very dangerous situation” Sunday into Monday. The storm system is also expected to bring several feet of snow to the Sierra Nevada, and powerful onshore winds and intense, damaging surf along the California coast. The effects of this system will begin to be felt in California on Saturday evening, and will last through Tuesday. This atmospheric river will be stronger than the last two. This storm will connect to an atmospheric river, a stream of moisture in the sky that is typically a couple of hundred miles wide and can be seen on satellite imagery.

California Braces for Back-To-Back Atmospheric River Storms
  + stars: | 2024-01-31 | by ( Jan. | At A.M. | ) www.usnews.com   time to read: +3 min
The first of the back-to-back storms, both products of vast airborne currents of dense moisture called atmospheric rivers, was expected to hit Northern California on Wednesday and sweep over the Southern California coast on Thursday. Some roadways and streams could flood in Southern California on Thursday, though major bouts of inundation are less likely, according to Swain. "Suffice it to say there will be some flooding in Southern California," Swain said. A series of about a dozen atmospheric river storms lashed California in rapid succession last winter, causing mass evacuations, power outages, levee breaches and road closures in a state long preoccupied with drought and wildfires. The latest storms are expected to help improve the state's water supply picture, which is lagging at below-average levels so far this winter.

HUNTINGTON BEACH, Calif. (AP) — Federal officials on Tuesday recommended increasing the distance from undersea pipelines that vessels are allowed to anchor in Southern California, citing a 2021 oil spill they said was caused by ships whose anchors were dragged across a pipeline after a storm. The agency's board members recommended that authorities increase the safety margin between ships anchored on their way to and from the ports of Los Angeles and Long Beach and undersea pipelines in the area. Political Cartoons View All 1283 ImagesThey also urged vessel traffic services across the country to provide audible and visual alarms to those tasked with keeping watch when anchored vessels near pipelines. The recommendations as well as several others followed a nearly four-hour hearing on the spill, one of the largest in Southern California in recent years. A message was also left for the Port of Long Beach.

A government shutdown won’t be disrupting travel plans this Thanksgiving after Congress agreed on Wednesday to a funding package that lasts through early next year. But clouds and crowds might make your trip a slog anyway. The Transportation Security Administration expects about 30 million passengers to fly between this Friday and the Tuesday after Thanksgiving, an 11.5 percent increase over the same period last year. The weather won’t make the Thanksgiving crush any easier. Weekend storms in New England and low clouds and rain on the California coast could cause some delays.

San Francisco, the host city of the Asia-Pacific Economic Cooperation — known as APEC, a group of 21 countries that surround the Pacific Ocean — would be too bottlenecked and too frenetic to host such a meeting. U.S. officials, given the mandate to plan a summit that would show Mr. Xi respect and keep him away from protesters, landed on the Filoli estate during their anxious planning process. It is set among the hills, one of the more isolated spots in a densely populated corner of California. The White House kept the location of the meeting secret until a day before, presumably to keep protesters from surrounding the venue. None were visible at the gates on Wednesday morning as Mr. Biden’s motorcade approached the locale, but some could be seen along the route from San Francisco.

Contagion from spiking yields quickly trickled into real estate, lifting the average 30-year fixed mortgage rate above 8%. "Even before mortgage rates went up to 8%, we saw significant slowing in home sales activity, and some recent reports pointed to a 12-to-13-year low." But where mortgage rates will be depends on the fed funds rate. Following this trend, CoreLogic indicators forecast that mortgage rates could be at about 6.3% by year-end. Forecasts are based on multiple metrics including home prices, the unemployment rate, real disposable income per capita, and population growth.

SAN FRANCISCO (AP) — The start of the commercial Dungeness crab season in California has been delayed for the sixth year in a row to protect humpback whales from becoming entangled in trap and buoy lines. The state Department of Fish and Wildlife said commercial crabbing will be delayed until at least Dec. 1. It’s the latest delay for the start of the commercial season, which traditionally begins in mid-November for waters between the Mendocino county line and the border with Mexico. The Labor Day tragedy in 2019 spurred changes to maritime regulations, congressional reform and civil lawsuits. At the time of the fire, no owner, operator or charterer had been cited or fined for failure to post a roving patrol since 1991, Coast Guard records showed. The NTSB faulted the Coast Guard for not enforcing that requirement and recommended it develop a program to ensure boats with overnight passengers actually have the watchman. The Coast Guard has since enacted new regulations regarding fire detection systems, extinguishers, escape routes and other safety measures as mandated by Congress. Victims' families have sued the Coast Guard in one of several ongoing civil suits.
